Payments
Payment state requires verification, not assumption.
The general payment pattern is Customer → Payment Provider → Verified Webhook → NI Backend → Transaction State → Service, Ticket or Entitlement.
A redirect is not proof of successful payment when the system requires verified payment confirmation.
